Does a semicolon go inside or outside of quotation marks?

The semicolon goes outside of quotation marks in American English.

Example:

"This is a sentence." ; "This is another sentence."

However, there are some exceptions:

* If the semicolon is part of the quoted material, it stays inside the quotation marks.

Example: "This is a sentence; it is complete."

* In British English, semicolons sometimes go inside the quotation marks.
