Is terribly an adverb or is it adjective?

"Terribly" is an adverb.

Here's why:

* Adverbs modify verbs, adjectives, or other adverbs. They tell us how, when, where, or to what extent something is done.

* Adjectives describe nouns or pronouns.

In the sentence, "The movie was terribly boring," "terribly" modifies the adjective "boring" by telling us how boring the movie was.
