What is an example of a sentence that does not have active verb?

Here are a few examples of sentences that don't have active verbs:

* "The dog, a fluffy golden retriever." This is a phrase, not a complete sentence, and lacks a verb entirely.

* "The sky, blue and clear." Similar to the above, this is a phrase describing the sky but without any action.

* "The book, on the table." Again, this is a phrase describing the location of the book, but doesn't have a verb.

Note: Even sentences with "be" verbs (is, am, are, was, were, been, being) can be considered active if they describe an action. For example, "The dog is running" has an active verb ("running").
