While Russian is the most spoken language in Europe, it's not considered the mother tongue of the largest percentage of Europeans due to the vast size of Russia and the fact that many Russians live outside of Europe.
German, on the other hand, is the mother tongue of a significant portion of the population in Germany, Austria, Switzerland, and parts of Belgium, Italy, and France. This makes it the language spoken by the largest percentage of Europeans excluding Russia.
