What is the State with no consonants in name?

This is a bit of a trick question! There is no state in the United States (or anywhere else, for that matter) with a name that has absolutely no consonants.

All state names, and indeed, all words in the English language, require at least one consonant sound to be pronounceable.

Perhaps you're thinking of a state with a name that is *mostly* vowels, like Hawaii?
