What part of speech is interstate?

"Interstate" can be two different parts of speech:

* Adjective: When describing something related to or connecting multiple states, like "interstate highways."

* Noun: When referring to a highway system that connects multiple states, like "driving on the interstate."

The context will determine which part of speech it is.
