What percentage of Dutch people can speak English fluently?

It's difficult to give a precise percentage of Dutch people who speak English fluently. There's no official standardized test for fluency. However, we can look at some statistics:

* High English proficiency: The Netherlands consistently ranks high in international English proficiency tests like EF EPI (English Proficiency Index). In the latest EF EPI report (2022), the Netherlands ranked 6th globally, with 88% of its population having a "very high" or "high" proficiency in English.

* Informal data: Anecdotally, most young Dutch people have a good command of English. They are exposed to it extensively in school, media, and pop culture.

* Regional variations: English fluency is generally higher in urban areas and among younger generations.

Therefore, it's safe to say that a significant majority of Dutch people, likely over 80%, have a good level of English proficiency. While not all might be "fluent" in the strictest sense, they can communicate effectively in English.
