What percent of people in the world speak Korean?

It's difficult to give an exact percentage of people who speak Korean in the world. This is because:

* Defining "speak" is tricky: Does it mean native speakers, fluent speakers, or simply people who understand some Korean?

* Reliable global language data is limited: There's no single, universally accepted source for this information.
